Is this a gambling app?
Top Fore is not a gambling app - it is simply a tool for managing and enjoying your golf pools. You get to set your own ground rules for a pool, and if part of those rules is a central pot, you can let your users know in the rules section. However, there is no functionality to exchange funds via the app.
